Ordinarily, I would be reverential and wish a person well when they get ill or pass on. I was disappointed when liberals treated Reagan with such disrespect after his passing, and I certainly disagreed with President Reagan. The White House has posted its response to criticism about Obama's handling of the Christmas Day bomber incident.
The title of the blog post, by White House Communications Director Dan Pfeiffer, is funny: "The Same Old Washington Blame Game."
It think it's Team Obama that's engaged in the same old, same old.
There has been a lot of discussion online and in the mainstream media about our response to various critics of the President, specifically former Vice President Cheney, who have been coming out of the woodwork since the incident on Christmas Day. I think we all agree that there should be honest debate about these issues, but it is telling that Vice President Cheney and others seem to be more focused on criticizing the Administration than condemning the attackers. Unfortunately too many are engaged in the typical Washington game of pointing fingers and making political hay, instead of working together to find solutions to make our country safer.
First, it’s important that the substantive context be clear: for seven years after 9/11, while our national security was overwhelmingly focused on Iraq – a country that had no al Qaeda presence before our invasion – Osama bin Laden and al Qaeda's leadership was able to set up camp in the border region of Pakistan and Afghanistan, where they continued to plot attacks against the United States. Meanwhile, al Qaeda also regenerated in places like Yemen and Somalia, establishing new safe-havens that have grown over a period of years. It was President Obama who finally implemented a strategy of winding down the war in Iraq, and actually focusing our resources on the war against al Qaeda – more than doubling our troops in Afghanistan, and building partnerships to target al Qaeda’s safe-havens in Yemen and Somalia. And in less than one year, we have already seen many al Qaeda leaders taken out, our alliances strengthened, and the pressure on al Qaeda increased worldwide.
To put it simply: this President is not interested in bellicose rhetoric, he is focused on action. Seven years of bellicose rhetoric failed to reduce the threat from al Qaeda and succeeded in dividing this country. And it seems strangely off-key now, at a time when our country is under attack, for the architect of those policies to be attacking the President.
Second, the former Vice President makes the clearly untrue claim that the President – who is this nation’s Commander-in-Chief – needs to realize we are at War. I don’t think anyone realizes this very hard reality more than President Obama. In his inaugural, the President said “our nation is at war against a far-reaching network of violence and hatred.” In a recent speech, Assistant to the President for Terrorism and Homeland Security John Brennan said “Instead, as the president has made clear, we are at war with al-Qaida, which attacked us on 9/11 and killed 3,000 people. We are at war with its violent extremist allies who seek to carry on al-Qaida’s murderous agenda. These are the terrorists we will destroy; these are the extremists we will defeat.” At West Point, the President told the nation why it was “in our vital national interest” to send an additional 30,000 U.S. troops to fight the war in Afghanistan, adding that as Commander in Chief, “I see firsthand the terrible wages of war.” And at Oslo, in accepting the Nobel Peace Prize, the President said, “We are at war, and I am responsible for the deployment of thousands of young Americans to battle in a distant land.”
There are numerous other such public statements that explicitly state we are at war. The difference is this: President Obama doesn’t need to beat his chest to prove it, and – unlike the last Administration – we are not at war with a tactic (“terrorism”), we at war with something that is tangible: al Qaeda and its violent extremist allies. And we will prosecute that war as long as the American people are endangered.

A social worker from the Bureau of Milwaukee Child Welfare investigated an abuse complaint about baby Dekia Mattox just seven weeks before authorities say she was killed by a homeless drug addict in a filthy, cold home, according to a statement released Wednesday by the state Department of Children and Families.
The bureau's Nov. 4 investigation - which stated "the home was in order," contained food, had a well-heated bedroom for the baby and contained no evidence of drug use - stands in sharp contrast to the medical examiner's report, filed shortly after the baby's death Dec. 26.
So what happened?
Everything went to hell at the home after November 4?
Darius Woodley, a drug-addled homeless man who police say was left in charge of 6-month-old Dekia Mattox in a filthy, barely heated Milwaukee cottage, was charged Tuesday with killing the baby and stuffing her body between a couple of mattresses.
Neither the baby's 15-year-old mother, Diamond Mattox, nor Mattox's aunt, who had been responsible for the teen nearly her entire life, were home when the baby was killed early Saturday.
The state-run Bureau of Milwaukee Child Welfare was involved with Dekia's family, which was the subject of an ongoing investigation, said Erika Monroe-Kane, a spokeswoman for the Department of Children and Families. The DCF, which runs the Milwaukee bureau, is preparing a report that will outline the bureau's involvement, she said.
Here we go again with the Bureau of Milwaukee Child Welfare.
Obviously, it's too early to accuse the system for failing baby Dekia. Nonetheless, it is very troubling that the bureau was involved with the family and the outcome was catastrophic.
...According to the complaint and a medical examiner's report:
Mattox left the child with the aunt, Sharon D. Coleman, 48, on Christmas Eve in a cottage the three shared with Coleman's boyfriend, Willie McElroy, 39. The cottage, a dilapidated structure that neighbors said was a drug house, is behind a house in the 2700 block of N. Richards St.
Around midnight Christmas Day, Coleman left the baby with McElroy and Woodley while she went out with another man.
McElroy told police he and Woodley, 36, had spent most of Christmas Day robbing stores and using the proceeds to buy drugs. He said the two smoked marijuana laced with crack, snorted heroin and drank beer.
Coleman, McElroy said, was gone for hours, and the baby began to cry.
McElroy said he left the baby with Woodley while he went searching for Coleman, once at 2 a.m. Saturday and again sometime between 2:30 and 3 a.m.
McElroy told police he stopped to buy $10 worth of crack and then returned to the cottage, which was heated by three space heaters. The temperature on the main floor was 40 degrees. Knives were found on the floor of nearly every room. The bathroom contained a leaking toilet and a broken sink. Dirty dishes filled the kitchen sink. Investigators found empty liquor bottles and beer cans, piles of dirty clothes, discarded baby bottles and little food.
When McElroy returned to the house the second time, he found Woodley passed out on a bed but did not see Dekia.
McElroy woke up Woodley and began searching the house for the baby.
According to the complaint, McElroy looked in a bedroom where he found "a hump in the mattress." He lifted the mattress and found Dekia's body. The child was not breathing.
McElroy said he gave the baby to Woodley, who said, "Man, I didn't mean to do that."
This makes me so angry.
Such incredible irresponsibility!
Clearly, conditions at the home were unfit for a baby. Even if the bureau's involvement with the family was minimal, I don't see how the baby was allowed to remain in that home under those horrible conditions.
I put a tremendous amount of blame on Diamond Mattox, Dekia's mother. Yes, she's just 15 years old, but she's responsible for her child.
How many more children will Diamond Mattox have and neglect?
The thought is sickening.
Darius Woodley is charged in Dekia's death as he should be, but where was the baby's mother?
Diamond Mattox isn't a victim. She had a child that she was unable and/or unwilling to properly care for. She didn't protect Dekia, her most basic responsibility as a mother.
Who the hell would leave their 6-month-old baby with a "drug-addled homeless man"?
Who would leave anyone's child with a "drug-addled homeless man"?
Bottom line: This precious life ended because she didn't have people who loved her enough to keep her alive.
Obama tried to get it right on Tuesday, but he didn't.
On Monday, when Obama finally got around to addressing the Christmas Day attempted terrorist attack on Flight 253, Obama sounded very detached and interested in getting back to the golf course. He was robotic, sounding like a bad lawyer rather than an effective war president and leader of the Free World.

And I announced two reviews, a review of our terrorist watch list system and a review of our air travel screening so we can find out what went wrong, fix it, and prevent future attacks. Those reviews began on Sunday and are now underway.
Earlier today, I issued the former guidelines for those reviews and directed the preliminary findings be provided to the White House by this Thursday. It's essential that we diagnose the problems quickly and deal with them immediately.
Now, the more comprehensive formal reviews and recommendations for improvement will be completed in the coming weeks. And I'm committed to working with Congress and our intelligence, law enforcement, and homeland security communities to take all necessary steps to protect the country.
I wanted to speak to the American people again today, because some of this preliminary information that has surfaced in the last 24 hours raises some serious concerns. It's been widely reported that the father of the suspect in the Christmas incident warned U.S. officials in Africa about his son's extremist views.
It now appears that weeks ago this information was passed to a component of our intelligence community but was not effectively distributed so as to get the suspect's name on a no-fly list.
There appears to be other deficiencies, as well. Even without this one report, there were bits of information available within the intelligence community that could have and should have been pieced together.
We've achieved much since 9/11 in terms of collecting information that relates to terrorists and potential terrorist attacks, but it's becoming clear that the system that has been in place for years now is not sufficiently up to date to take full advantage of the information we collect and the knowledge we have.
Had this critical information been shared, it could have been compiled with other intelligence, and a fuller, clearer picture of the suspect would have emerged. The warning signs would have triggered red flags, and the suspect would have never been allowed to board that plane for America.
Now, the professionalism of the men and women in our intelligence, counterterrorism, and law enforcement, and homeland security communities is extraordinary. They are some of the most hard-working, most dedicated Americans that I've ever met. In pursuit of our security here at home, they risk their lives day in, day out in this country and around the world. Few Americans see their work, but all Americans are safer because of their successes.
They have targeted and taken out violent extremists. They have disrupted plots and saved countless American lives. They are making real and daily progress in our mission to disrupt, dismantle and defeat Al Qaida and other extremist networks around the world. And for this, every American owes them a profound and lasting debt of gratitude. Moreover, as Secretary Napolitano has said, once the suspect attempted to take down Flight 253, after his attempt, it's clear that passengers and crew, our homeland security systems, and our aviation security took all appropriate actions.
But what's also clear is this: When our government has information on a known extremist and that information is not shared and acted upon as it should have been so that this extremist boards a plane with dangerous explosives that could have cost nearly 300 lives, a systemic failure has occurred, and I consider that totally unacceptable.
The reviews I've ordered will surely tell us more, but what already is apparent is that there was a mix of human and systemic failures that contributed to this potential catastrophic breach of security. We need to learn from this episode and act quickly to fix the flaws in our system because our security is at stake and lives are at stake.
I fully understand that even when every person charged with ensuring our security does what they are trained to do, even when every system works exactly as intended, there's still no 100 percent guarantee of success. Yet this should only compel us to work even harder, to be even more innovative and relentless in our efforts.
As president, I will do everything in my power to support the men and women in intelligence, law enforcement, and homeland security to make sure they've got the tools and resources they need to keep America safe, but it's also my job to ensure that our intelligence, law enforcement, and homeland security systems and the people in them are working effectively and held accountable. I intend to fulfill that responsibility and insist on accountability at every level.
That's the spirit guiding our reviews into the attempted attack on Christmas Day. That's the spirit that will guide all our efforts in the days and years ahead. Thank you very much.
Michael Goldfarb, The Weekly Standard, points out some oddities and inconsistencies in Obama's Tuesday remarks. Goldfarb also raises some pressing questions.
Per the Washington Post, administration officials only got information indicating a "linkage" with al Qaeda on Monday night. But the media were already reporting those ties on Monday -- al Qaeda had claimed responsibility by Monday morning! Was it just that nobody wanted to disrupt the Obama's Christmas vacation? How could Obama have been the last to know?
Again per the Washington Post, Obama only learned about the contact between the CIA and the Nigerian's father on Tuesday morning in a conference call National Security Adviser Jim Jones, his top counterterrorism expert John Brennan, and deputy National Security adviser Tom Donilon. Why are the peole mentioned as being on the conference call all White House? Has the president spoken with Panetta since Friday? With Blair?
If yesterday Obama really didn’t know any or most of what’s now coming out -- which was 72 hours after the incident -- even though parts of the IC must have known...isn’t that a little scary?
And didn't Obama at least know enough yesterday to know that he wasn't an "isolated extremist," as he told reporters in Hawaii in his first attempt to set the record straight on the threat this attack posed?
Why was the Nigerian turned over to the criminal justice system immediately? Did the administration simply prefer a nice, straightforward, uncomplicated trial to culling whatever intelligence this guy has to offer?
As late as Sunday, the FBI was still telling reporters that they were operating on the assumption that the Nigerian had "acted alone." Obviously there were numerous elements in the intelligence community that knew better at that point. Why was the FBI still so completely out of the loop more than 24 hours after the attack?
Who are the two officials who told CNN that we are now considering retaliatory strikes against Yemen in conjunction with Yemeni leaders? Is that even remotely defensible -- to leak information about the planning of sensitive military planning? Were these two career guys or are they political? And if the leaders of the U.S. and Yemen are joining together (in a publically private agreement) to engage in lethal military strikes killing members of Al Qaeda -- removing them from society and their families without benefit of due process or humane considerations -- how would closing Gitmo remove the stain of injustice from America?
Those strikes could include Alwaki, who is an American citizen. If we kill him -- without even getting a warrant! -- does Obama get a pass from the left? From the media? From young Muslims whose seething anger at the injustice of Gitmo compels so many to try and kill American civilians?
Is the Obama administration seriously still considering sending some 90 Yemeni detainees now being held at Gitmo back to their country of origin, where al Qaeda are apparently running around with impunity?
Obama and his administration are really screwing this up royally.
Obviously, they realize that they have mishandled the matter. It was a major mistake for Obama to make no public comments on the attempted attack for three days.
His first statement was sloppy, and his second one wasn't much better. Will there be a third? If at first you don't succeed, try, try again. Is that it?
What was really sleazy, and so typical of Obama, was the way Obama shamelessly tried to blame the Bush administration for the failures that resulted in this very close call.
There now are three things in life that are certain: Death, Taxes, and It's Bush's fault.
"[I]t's becoming clear that the system that has been in place for years now is not sufficiently up to date to take full advantage of the information we collect and the knowledge we have."
That's disgusting.
No, what's clear is that Obama is too wimpy to man up and take responsibility. The buck stops with him, but he wants to slither his way out of that reality.
I can't stand the way this is all playing out.
Obama can't get it right for the simple reason that he's fundamentally wrong in his approach to address terrorism.
We're at war. Umar Farouk Abdulmutallab isn't a criminal. He's an enemy of the United States. He's not a "suspect," as Obama said on Monday and again on Tuesday.
Soldiers, like Umar Farouk Abdulmutallab, aren't "suspects."
Here's the problem: Obama doesn't want to be George W. Bush. But he really doesn't have a choice, unless he wants to put the lives of Americans at risk.
CBS broadcast the 32nd Annual Kennedy Center Honors last night.
This year's honorees were Mel Brooks, Dave Brubeck, Grace Bumbry, Robert De Niro, and Bruce Springsteen.
Hank Stuever, the Washington Post, previewed the program.
A few weeks after it's over, CBS dumps the Kennedy Center Honors broadcast into a dead zone of intra-holiday prime time as if it's a secret act of Yuletide programming charity instead of a proper tribute to the finest accomplishments in our nation's arts culture. Certainly the Honors broadcast (this year's installment is Tuesday night) is not usually a rollicking two hours for those at home who've misplaced their remote controls and are forced to watch it; adding to its mustiness would be all those commercials for Cadillacs and Plavix prescriptions.
But shame on you if you don't catch this one. "The 32nd Annual Kennedy Center Honors" comes along just when we most need a reminder of what quality, manners and showmanship are supposed to look like. We've got enough junk to chew on the rest of the year, and this year's Honors show provides more than its share of rare and exultant moments.
I'm generally no softy when it comes to ritual ceremony, but I was moved by each presentation and performance -- such as when Dave Brubeck's four sons play along during the U.S. Army Jazz Ambassadors' rendition of "Take Five." There's a lovely moment when the camera catches President Obama and the first lady moving their heads hypnotically to the jazz. Or when Mel Brooks, on the verge of tears, sits in that bright rouge opera box and mouths the words along to his "Springtime for Hitler" (sung by "Glee's" Matthew Morrison) and "The Inquisition" (sung by Richard Kind). The entire Opera House comes to an almost holy hush during the tribute to opera legend Grace Bumbry. Besides Brubeck and Caroline Kennedy, who delivers the perennially stiff opening remarks, Bumbry represents the last thread of connection the Honors crowd has to the actual Kennedy era (she performed at the White House in the Camelot days).
What works this year, obviously, is an increase in contemporary wattage. The more the Honors look to youngish recipients who are still practicing their craft, the better it seems. Meryl Streep and Martin Scorsese are joined by Edward Norton, Sharon Stone and Ben Stiller to share their admiration for Robert De Niro. For the finale, Jon Stewart finds a perfect spot between reverence and giddy hero worship for Bruce Springsteen. ("I can tell you what I believe and what I believe is this: I believe that Bob Dylan and James Brown had a baby.") Then comes a powerful tribute to the Boss from John Mellencamp, Melissa Etheridge, Sting (heavily bearded, looking like the Miner 49er) and a heavenly choir. Springsteen sits there, stunned silent with humility.
I agree with Stuever that this year's honorees were a brilliant group.
However, he hasn't done his research on the past honorees when he cites an "increase in contemporary wattage" and "youngish recipients" as reasons for the show being entertaining.
For example, when Elton John was honored he was 57. When Bob Dylan was honored he was 56. Aretha Franklin was 52. Stevie Wonder was just 49. Others recognized while in their 50s include Andrew Lloyd Weber, Beverly Sills, and Itzhak Perlman.
NONE of the 2009 honorees were under 60. Dave Brubeck is 89. Mel Brooks is 83. That's not exactly youngish.
And in terms of "contemporary wattage," younger artists have always paid tribute to the honorees. That's nothing new.
About that "lovely moment," when "the camera catches President Obama and the first lady moving their heads hypnotically to the jazz" -- The camera always catches the president and first lady reacting at these events. There have been 32 years of "lovely moments." Good grief.
I get the feeling that Stuever was impressed this year because he happens to be a fan of the honorees, those paying tribute to them, and Obama.
All in all, it was a very entertaining show as usual, though not entirely without imperfections.

---The DeNiro segment was terribly brief.
---I also found the lengthy Springsteen segment inadequate. Members of the E Street Band were completely absent. Just passing shots of some of them were seen in the filmed tribute. That was it. It was wrong to omit them. They deserved to be honored as well, or at least mentioned.
According to the Washington Post, Umar Farouk Abdulmutallab (aka "Farouk1986") "turned to the Internet for counseling and companionship, writing in an online forum that he was 'lonely; and had 'never found a true Muslim friend.'"
The Washington Post reviewed 300 online postings under the name "farouk1986" (a combination of Abdulmutallab's middle name and birth year). The postings mused openly about love and marriage, his college ambitions and angst over standardized testing, as well as his inner struggle as a devout Muslim between liberalism and extremism. In often-intimate writings, posted between 2005 and 2007, he sought friends online, through Facebook and in Islamic chat rooms: "My name is Umar but you can call me Farouk." He often invited readers to "have your say" and once wrote, "May Allah reward you for reading and reward you more for helping."
A U.S. government official said late Monday that federal intelligence officials were reviewing the online postings but had not independently confirmed their authenticity.
Many of the biographical details in the writings, however, match up with facts already known about Abdulmutallab.
Farouk1986 wrote of being born in 1986 and having attended an elite British boarding school in Togo, where many of his classmates were British expatriates and students from around West Africa.

Many of Farouk1986's postings drew comments from other forum members on the day they were written.
...In a June 2005 posting, Farouk1986 wrote that he was in Yemen for a three-month Arabic course, saying that "it is just great." He described how many British people and Americans were in Sanaa, gushing about the capital's shopping and global cuisine (including, he noted, Pizza Hut and KFC).
...On Facebook, Abdulmutallab's profile features a photo of him smiling, standing alongside two friends and wearing a sharp-looking pink polo shirt and sunglasses. He has 287 friends.
Fabrizio Cavallo Marincola, 22, who studied with Abdulmutallab at University College London, said Abdulmutallab graduated in May 2008 and showed no signs of radicalization or of links to al-Qaeda. "He always did the bare minimum of work," Marincola said of his classmate, who he said was nicknamed "Biggie."
"When we were studying, he always would go off to pray," Marincola continued. "He was pretty quiet and didn't socialize much or have a girlfriend that I knew of."
Farouk1986 says he is from Nigeria, the home nation of the man who allegedly tried to bring down the Detroit-bound flight. And the suspect's father says Abdulmutallab broke off ties with the family.
Those posts, beginning in 2005, show a teenager looking for a new life outside his boarding school and wealthy Nigerian family.
Most of all, they paint a portrait of someone who seems lost and needs someone to hear him.
The postings seem hastily written and are replete with spelling and grammar errors. In one, on Jan 28. 2005, he wrote: "i am in a situation where i do not have a friend, i have no one to speak too, no one to consult, no one to support me and i feel depressed and lonely. i do not know what to do."
The posts were made to an Islamic bulletin board called Gawaher, which literally translates from Arabic as "gems" or "jewels," but can also be read as "essence" or "spirit."
Poor baby. Poor lonely mixed-up kid.
GIVE ME A BREAK!
He wanted to kill innocents. He wanted to blow up a plane.
Mr. Abdulmutallab is believed to have posted hundreds of messages on the Islamic Forum website, www.gawahar.com, under the handle “farouk1986,” on topics ranging from European soccer leagues to being lonely.
“When I first came here, I thought I was the only lonely soul,” Farouk1986 wrote on Jan. 29, 2005.
“But after, I realized that almost every good Muslim gets lonely at some point,” he continues. “This I believe is because really there are many Muslims but most are just Muslims by name who do not practice the deen earnestly, leaving the few good Muslims alone. So it’s a test we have to strive and go through for the sake of Allah.”
Other posts from the same period are more carefree and reflect the common concerns of his peers. Farouk1986 wrote passionately about English soccer teams like Chelsea, Manchester United, Arsenal, and Liverpool. Like many young adults, he was concerned with preparing for university studies. He said he hoped to study engineering at Stanford University in California, and that he believed he had the grades – straight As – to gain admission. He was less pleased with his SAT scores, but thought they would be good enough.
“I tried the SAT. It was a disaster!!!” he wrote in 2005. “I didn't practice well and I got 1200. Although I checked the prospectuses, and my SAT grades are in bound with the accepted grade boundary in Caltech, Stanford and Berkeley, so I didn't bother doing more SAT tests.”
Farouk1986 also mentioned that he wouldn’t need a scholarship to attend university, perhaps a reference to his family’s wealth. Abdulmutallab’s father is a wealthy Nigerian banker, who alerted US authorities to his son’s increasingly militant views.
Farouk1986 also responded to others’ posts to offer advice on topics ranging from soccer stadiums to traveling to the Egyptian pyramids. To a fellow student thinking about changing his course of study, he wrote: “I don’t know exactly the situation, but the last thing you want to do is start business information systems and find it hard as well or realize you don’t like it.”
Apparently, this lonely "good" Muslim found meaning in Islamic extremism and death and carrying explosives in his underwear.
In addition to "Farouk1986," there was posting by "Farouk" on the website.
An anonymous user who identified himself as simply Farouk posted in the counseling section of the forum’s website, though there’s no way of knowing if this is the same person as “farouk1986.” One undated posting by this Farouk reads: “I won’t go into too much details about me [sic] fantasy, but basically they are jihad fantasies [sic]. I imagine how the great jihad will take place, how the Muslims will win insha Allah and rule the whole world, and establish the greatest empire once again!!!”
When asked by another user if they are “fantastical dreams” or plans, Farouk replied: “I don't know about you but for me, I believe insha Allah I will realize my goals and dreams, by the power and might of Allah, out of his mercy, if it is best. … You just pray for me Okay. Pray for me hard.”
I suppose when Abdulmutallab gets his day in court, and I'm sure Obama will make sure that he does, his legal team will use the "sad, mixed-up kid crying out for help" defense.
Agriculture Secretary Tom Vilsack has ordered his staff to revise a computerized forecasting model that showed that climate legislation supported by President Obama would make planting trees more lucrative than producing food.
The latest Agriculture Department economic-impact study of the climate bill, which passed the House this summer, found that the legislation would profit farmers in the long term. But those profits would come mostly from higher crop prices as a result of the legislation's incentives to plant more forests and thus reduce the amount of land devoted to food-producing agriculture.
According to the economic model used by the department and the Environmental Protection Agency, the legislation would give landowners incentives to convert up to 59 million acres of farmland into forests over the next 40 years. The reason: Trees clean the air of heat-trapping gases better than farming does.
Mr. Vilsack, in a little-noticed statement issued with the report earlier this month, said the department's forecasts "have caused considerable concern" among farmers and ranchers.
"If landowners plant trees to the extent the model suggests, this would be disruptive to agriculture in some regions of the country," he said.
...The legislation would give free emissions credits, known as offsets, to farmers and landowners who plant forests and adopt low-carbon farm and ranching practices. Farmers and ranchers could sell the credits to help major emitters of greenhouse gases comply with the legislation. That revenue would help the farmers deal with an expected rise in fuel and fertilizer costs.
But the economic forecast predicts that nearly 80 percent of the offsets would be earned through the planting of trees, mostly in the Midwest, the South and the Plains states.
The American Farm Bureau Federation and some farm-state Republican lawmakers have complained that the offsets program would push landowners to plant trees and terminate their leases with farmers.
The model projects that reduced farm production will cause food prices to rise by 4.5 percent by 2050 compared with a scenario in which no legislation is passed, the department found.

When General Stanley McChrystal told Obama there was an urgent need to send more troops to Afghanistan, it took him months to act.
When a Christmas Day terrorist attack orchestrated by al Qaeda luckily fizzled out, it took Obama days before he made a public statement about the incident.
But when Eric and Cheryl Whitaker's son suffers a minor injury while playing on the beach, Obama springs into action, speeding from the golf course back to his vacation compound, causing a panic.
President Obama abruptly ended his golf outing and sped in his motorcade to his compound yesterday after he learned a child of friends was injured while playing on the beach.
Members of the first family were fine, a White House official said, speaking on condition of anonymity because of a reluctance to discuss personal matters involving the president.
An ambulance left the Obamas' with lights flashing. The injury to a child of Eric and Cheryl Whitaker, friends of the Obamas, was described as relatively minor, and the child did not require stitches.
Obama was playing golf with friends from Chicago who joined him on his holiday vacation. The White House did not identify whose child was injured
President Obama was unexpectedly taken away from a golf course in Hawaii on Monday and returned to the beachfront compound where he has been staying because the son of one of his friends had been hurt.
A White House spokesman, Bill Burton, said that the president and his family were unhurt.
An official said the person whose son was injured was Dr. Eric Whitaker, who along with other friends of Mr. Obama has been staying in a three-house compound rented in the Kailua area outside Honolulu.
Mr. Obama, Dr. Whitaker and others had been golfing at the Luana Hills Country Club for about an hour when they suddenly jumped into the presidential motorcade and made a dramatic, high-speed departure. The unexpected move triggered concerns about whether the president was injured, particularly after an ambulance with flashing lights sped to the compound. The White House at first did not explain the incident out of concern for the privacy of the Whitakers, but later sent Mr. Burton to tell reporters the first family was uninjured.
The ambulance left after about 15 minutes at the compound, followed by a black sedan. Mr. Obama returned via motorcade to the golf course. An administration official said no stitches were needed.
On Monday, Obama left an Oahu golf course abruptly, racing back to his family's vacation home after a member of his traveling entourage was hurt.
The son of Eric Whitaker, a close friend of the president's, suffered a minor injury resulting from "run-of-the-mill beach injury," a person familiar with the incident said. The boy was checked out at a local hospital, where doctors determined he would not need stitches, White House spokesman Bill Burton said late Monday.
"Eric and Cheryl Whitaker's son was examined and released from the hospital. He is home playing with his friends and just fine," Burton said.
Several families, including the Whitakers and fellow Chicagoans Marty Nesbitt and his wife and children, are traveling with the Obamas and staying at the vacation house in Kailua.
The president had spent just an hour on Luana Hills Country Club's golf course after making remarks on the attempted Christmas Day airline attack, which consumed much of his weekend. Whitaker was one of those in Obama's golf foursome.
After the entourage departed unexpectedly, the motorcade raced back to the house in a dramatic fashion, and an ambulance was seen speeding in that direction. The incident was initially described only as a "personal matter." A short time later, Obama returned to the golf course.
Why all the secrecy?
Naturally, after Obama's dramatic, high-speed departure from the golf course and the ambulance with flashing lights rushing to the compound, there would be tremendous concern.
It was absolutely crazy of Obama's staff to think no explanation was in order.
"Personal matter"?
Come on.
Maybe there was some embarrassment over Obama's dramatic reaction to a very minor mishap.
If only Obama would move that quickly and respond with such urgency when it comes to matters like Afghanistan and attempted terrorist attacks on our country.
It seems like the Left has been whining about detainees being held at Guantanamo Bay forever.
Closing Gitmo was so high on the radical Leftists' to-do list that Obama issued an executive order dealing with the closure of the detention facility about 48 hours into his presidential term, on January 22, 2009.
Leftists have painted Gitmo as the place where the U.S. violates human rights, American policy at its worst. They clamored for the release of detainees. What a mistake!
ABC reports that two of the al Qaeda leaders responsible for plotting the Flight 253 attack had been held at Gitmo but were released in 2007. After their release, they entered a rehab program and worked with paints and crayons.
Apparently, the art therapy failed.
Two of the four leaders allegedly behind the al Qaeda plot to blow up a Northwest Airlines passenger jet over Detroit were released by the U.S. from the Guantanamo prison in November, 2007, according to American officials and Department of Defense documents.
...American officials agreed to send the two terrorists from Guantanamo to Saudi Arabia where they entered into an "art therapy rehabilitation program" and were set free, according to U.S. and Saudi officials.
"ART THERAPY REHABILITATION PROGRAM"?
Good grief.
Obviously, releasing them was a disaster.
Guantanamo prisoner #333, Muhamad Attik al-Harbi, and prisoner #372, Said Ali Shari, were sent to Saudi Arabia on Nov. 9, 2007, according to the Defense Department log of detainees who were released from American custody. Al-Harbi has since changed his name to Muhamad al-Awfi.
Both of the former Guantanamo detainees are described as military commanders and appear on a January, 2009 video along with the man described as the top leader of al Qaeda in Yemen, Abu Basir Naser al-Wahishi, formerly Osama bin Laden's personal secretary.
In its Monday statement claiming responsibility for the Northwest bombing, Al Qaeda in the Arabian Peninsula called bombing suspect Umar Farouk Abdulmutallab a "hero" and a "martyr" and lauded him for beating U.S. intelligence.
The two-page written claim included a photo of Abdulmutallab and boasted of Al Qaeda's success in designing "advanced explosive packages" that can pass through airport screening undetected.
The statement also asks for attacks upon Americans in the Arabian peninsula, and promises further attacks on the American people.
Why do these Islamic extremists still hate us?
I thought Obama's global apology tour did away with all those bad feelings. It was supposed to be a new era led by a new president. Obama was going to change the world. Why aren't the terrorists cooperating? Why aren't they accepting Obama as the savior and peacemaker he and his followers believe that he is?
That hope of turning the world around via Obama the transcendent one has turned out to be crap.
..."The so-called rehabilitation programs are a joke," a U.S. diplomat said in describing the Saudi efforts with released Guantanamo detainees.
Saudi officials concede its program has had its "failures" but insist that, overall, the effort has helped return potential terrorists to a meaningful life.
One program gives the former detainees paints and crayons as part of the rehabilitation regimen.

The pressure from the Left to release these terrorists and grant them the rights and protections of the U.S. Constitution has been relentless. We know that the consequences of releasing detainees could prove to be deadly, as was almost the case on Christmas Day.

FINALLY, Obama took some time away from his vacation to get in front of a camera and address the American people about the Flight 253 terrorist attack that was foiled, absolutely no thanks to him.
Good morning, everybody. I wanted to take just a few minutes to update the American people on the attempted terrorist attack that occurred on Christmas Day and the steps we're taking to ensure the safety and security of the country.
The investigation's ongoing. And I spoke again this morning with Attorney General Eric Holder, the secretary of homeland security, Janet Napolitano, and my counterterrorism and homeland security adviser, John Brennan. I asked them to keep -- continue monitoring the situation to keep the American people and members of Congress informed.
Here's what we know so far: On Christmas Day, Northwest Airlines Flight 253 was en route from Amsterdam, Netherlands, to Detroit. As the plane made its final approach to Detroit Metropolitan Airport, a passenger allegedly tried to ignite an explosive device on his body, setting off a fire.
Thanks to the quick and heroic actions of passengers and crew, the suspect was immediately subdued, the fire was put out, and the plane landed safely. The suspect is now in custody and has been charged with attempting to destroy an aircraft.
A full investigation has been launched into this attempted act of terrorism, and we will not rest until we find all who were involved and hold them accountable.
Now, this was a serious reminder of the dangers that we face and the nature of those who threaten our homeland. Had the suspect succeeded in bringing down that plane, it could have killed nearly 300 passengers and crew, innocent civilians preparing to celebrate the holidays with their families and friends.
The American people should be assured that we are doing everything in our power to keep you and your family safe and secure during this busy holiday season.
Since I was first notified of this incident, I've ordered the following actions to be taken to protect the American people and to secure air travel.
First, I directed that we take immediate steps to ensure the safety of the traveling public. We made sure that all flights still in the air were secure and could land safely. We immediately enhanced screening and security procedures for all flights, domestic and international. We added federal air marshals to flights entering and leaving the United States. And we're working closely in this country, federal, state and local law enforcement, with our international partners.
Second, I've ordered two important reviews, because it's absolutely critical that we learn from this incident and take the necessary measures to prevent future acts of terrorism.
The first review involves our watch list system, which our government has had in place for many years to identify known and suspected terrorists so that we can prevent their entry into the United States. Apparently the suspect in the Christmas incident was in this system, but not on a watch list, such as the so-called no-fly list. So I have ordered a thorough review, not only of how information related to the subject was handled, but of the overall watch list system and how it can be strengthened.
The second review will examine all screening policies, technologies and procedures related to air travel. We need to determine just how the suspect was able to bring dangerous explosives aboard an aircraft and what additional steps we can take to thwart future attacks.
Third, I've directed my national security team to keep up the pressure on those who would attack our country. We do not yet have all the answers about this latest attempt, but those who would slaughter innocent men, women and children must know that the United States will more -- do more than simply strengthen our defenses. We will continue to use every element of our national power to disrupt, to dismantle and defeat the violent extremists who threaten us, whether they are from Afghanistan or Pakistan, Yemen or Somalia, or anywhere where they are plotting attacks against the U.S. homeland.
Finally, the American people should remain vigilant, but also be confident. Those plotting against us seek not only to undermine our security, but also the open society and the values that we cherish as Americans. This incident, like several that have preceded it, demonstrates that an alert and courageous citizenry are far more resilient than an isolated extremist.
As a nation, we will do everything in our power to protect our country. As Americans, we will never give in to fear or division. We will be guided by our hopes, our unity, and our deeply held values. That's who we are as Americans; that's what our brave men and women in uniform are standing up for as they spend the holidays in harm's way. And we will continue to do everything that we can to keep America safe in the new year and beyond.
Before I leave, let me also briefly address the events that have taken place over the last few days in the Islamic Republic of Iran. The United States joins with the international community in strongly condemning the violent and unjust suppression of innocent Iranian citizens, which has apparently resulted in detentions, injuries, and even death.
For months, the Iranian people have sought nothing more than to exercise their universal rights. Each time they have done so, they have been met with the iron fist of brutality, even on solemn occasions and holy days. And each time that has happened, the world has watched with deep admiration for the courage and the conviction of the Iranian people who are part of Iran's great and enduring civilization.
What's taking place within Iran is not about the United States or any other country. It's about the Iranian people and their aspirations for justice and a better life for themselves. And the decision of Iran's leaders to govern through fear and tyranny will not succeed in making those aspirations go away.
As I said in Oslo, it's telling when governments fear the aspirations of their own people more than the power of any other nation.
Along with all free nations, the United States stands with those who seek their universal rights. We call upon the Iranian government to abide by the international obligations that it has to respect the rights of its own people.
We call for the immediate release of all who have been unjustly detained within Iran. We will continue to bear witness to the extraordinary events that are taking place there. And I'm confident that history will be on the side of those who seek justice.

Obama looked tired and sounded weak, very unpresidential. It was as if he had been forced to make the statement against his will.
His performance didn't exactly instill confidence.
Obama doesn't seem to realize that his duties as president come first, not vacation.
It was a mistake for him to wait to address the attempted attack. He seems so disconnected and out of touch.
Just as it took forever for Obama to come to a decision on Afghanistan, his reaction time in this case was inexcusably slow. By not making a statement sooner, Obama gave the appearance that this wasn't important enough for him to interrupt his vacation.
Big mistake.
It just adds to the impression that Obama is weak on terror. He doesn't get it.
Charges could be filed Monday against some of the four people who were arrested in connection with the weekend death of a 6-month-old girl, a Milwaukee police spokeswoman said.
Police are investigating the death of Dekia Mattox as a homicide, police spokeswoman Anne E. Schwartz said Monday. Schwartz did not release the cause of death.
Officers were called to a home in the 2700 block of N. Richards St. about 2:45 a.m. Saturday, Schwartz said. Dekia was pronounced dead just before 4 a.m. Saturday.
Police have previously been called to the home to investigate complaints of drug dealing and misuse of 911, Schwartz said.
...A 48-year-old woman who was arrested at the house is being held in the Milwaukee County Jail on suspicion of neglecting a child, causing death, according to jail records.
At least two of the people taken into custody - a 39-year-old man and a 46-year-old man - were arrested on outstanding warrants, according to arrest records.
The 39-year-old man has since been released, and the 46-year-old man is being held in the county jail on suspicion of retail theft, public drinking and trespassing, according to jail records.
What was this baby doing at that house and around those people?
Another Milwaukee child is dead. Did the child welfare system fail her, too?
A 6-week-old girl was found dead Christmas morning after spending the night co-sleeping with her mother and her 2-year-old brother.
The mother, Africa Shaw, 27, told investigators that her daughter's lips were blue and her body cold when Shaw woke about 8:30 a.m. Friday, according to a medical examiner's report. The cause of the child's death has not been determined.
Shaw told investigators she fed the child, Navaeh McIntosh, Thursday evening, and then placed the infant on a baby blanket on Shaw's queen-size bed. She covered the baby with a loosely knit baby blanket. Shaw slept with two pillows and a sheet. Her 2-year-old son, who slept at the foot of the bed, was covered with a blanket, according to a medical examiner's report.
Shaw told investigators that her 10-year-old son slept on the floor at the foot of the bed and that her 6-year-old daughter slept on the floor beside her.
The mother, who according to the report is employed as a certified day-care teacher at Nakeema's Wonderland, 4117 N. 7th St., told investigators she played cards and drank two beers before going to bed with her children, according to the report.
Shaw is a certified day-care teacher?
She should have known better than to sleep with her infant AND 2-year-old son in the same bed.
I've lost count. Is this the sixth co-sleeping death in Milwaukee this year? I think it's at least the sixth.
This negligence is shameful. The deaths of these babies are 100 percent preventable.
An early morning blaze destroyed the Menomonee Falls mansion owned by Latasha Jackson, a child-care provider under criminal investigation after receiving millions of dollars from the taxpayer-financed Wisconsin Shares program.
Fire officials said the call came in at 5:17 Sunday morning. No one was at the home, located on Goetz Court, at the time of the blaze, and no firefighters were reported injured. An agent from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives was called in to assist the investigation.
Jackson, 32, was the subject of a Journal Sentinel story that outlined how she reaped nearly $3 million from the Wisconsin Shares program - and bought a Jaguar convertible and built the 7,600-square-foot house with an indoor swimming pool and indoor basketball court - while, for 10 years, regulators ignored red flags indicating she was scamming the system. The story sparked a wave of taxpayer outrage and led to a sweeping crackdown on sketchy child-care providers. Within weeks, state regulators cut public funding to about 130 child-care providers suspected of cheating the program.
Menomonee Falls Fire Chief Jeff Hevey said Jackson, who also goes by her married name, Latasha Wilder, was out of town and that he spoke to her Sunday morning.
"I spoke to them on the phone and let them know their house was a total loss," Hevey said. "They were devastated by the news."
The secretary of homeland security, Janet Napolitano, said Monday that the thwarted bombing of a Detroit-bound airliner represented a failure of the nation’s aviation security system, not the success she and other administration officials had portrayed in comments over the weekend.
Ms. Napolitano said Monday on NBC’S “Today” that her remark the day before — “the system has worked really very, very smoothly over the course of the past several days” — had been taken out of context. “Our system did not work in this instance,” she said. “No one is happy or satisfied with that. An extensive review is under way.”
As criticism mounted that security lapses had led to a brush with disaster on the Christmas holiday, President Obama ordered a review on Sunday of the two major planks of the aviation security system — watch lists and detection equipment at airport checkpoints. Some members of Congress urgently questioned why, more than eight years after the Sept. 11 attacks, security measures could not keep makeshift bombs off airliners.
The White House press office said early Monday that President Obama would make a statement within hours from the Kaneohe Marine Base in Hawaii.
Yeah, sure, taken out of context, blah, blah, blah.
The reality is Obama and his administration are frighteningly naive when it comes to terrorism.
For years, the Democrats mercilessly bashed the Bush administration for doing what needed to be done to protect us from terrorist attacks.
Obama can't blame George W. Bush for what happened on Christmas Day on Flight 253.
What Obama should do is apologize to the American people for this potentially disastrous lapse. He should thank God for the hero citizens on that plane.
Obama claims to be a Christian, but he didn't attend a church service on Christmas Eve or Christmas Day. What would his mentor, Rev. Jeremiah Wright, say about that?
He wants us to believe that he's a very spiritual man and that he prays every day.
When Obama was running for president and in a tough race against Hillary Clinton, the Associated Press reported:
The Illinois senator also sought to ease lingering Internet-fed concerns about his religion, in particular whether he was a closet Muslim.
"I am a devout Christian. I have been a member of the same church for 20 years. I pray to Jesus every night," he declared at an earlier appearance in the rural southern Ohio town of Nelsonville. He said he wanted to halt "confusion that has been deliberately perpetrated."
Of course, Obama is no longer a member of Jeremiah Wright's church, so that 20 years stuff is just an embarrassment.
Only Obama knows whether he does pray to Jesus every night, but it's hard to view Obama as a "devout Christian" when the guy doesn't manage to attend a Christmas service with his wife and young daughters.
I guess their Hawaiian vacation couldn't be interrupted by an annoyance like observing the birth of Jesus by going to church.
Obama hasn't let the attempted Christmas Day terror attack get in the way of his vacation time either. According to the lib media, he's responded in a "low-key fashion." That's putting a positive spin on things.
President Obama has performed a difficult but familiar balancing act over the past few days: ordering new security measures in the wake of an attempted airliner attack without excessively alarming the public -- or triggering an outcry from civil liberties advocates.
He has done so almost entirely out of sight. On vacation in Hawaii, tucked away in a lush neighborhood where his family is renting a waterfront home, Obama dispatched surrogates back in Washington -- chiefly Homeland Security Secretary Janet A. Napolitano and press secretary Robert Gibbs, who appeared on the Sunday talk shows -- to reassure the public and explain his approach.
Yet even as the president avoided cameras and played golf and basketball over the weekend, his aides were quick to explain how fully Obama minded the aftermath of the Detroit case. He was briefed shortly after 6 a.m. on Sunday about the latest developments in the Christmas Day incident, aides said. After another airplane security breach occurred three hours later, his advisers quickly issued a statement on his behalf, even though that episode turned out to be a misunderstanding.
...Obama is used to explaining policy himself. But so far in Hawaii, the Christmas Day incident has not required a presidential appearance or Obama's rhetorical skills.
Instead, after going to the gym and playing basketball with a small group -- including friends and staff -- Obama took his family and friends to a Marine Corps base beach that had been closed for the presidential entourage.
His aides noted another important balance Obama is trying to strike: between work and play, his job as president and his family, his public profile and a personal retreat that has been almost completely private for four full days.
Obama is cut so much slack by the lib media.

Obama can't be interrupted. His priorities are clear.
He's a "Me First" kind of a guy.
