I like the distinction between "appropriation" and "appreciation."

Demonizing the appreciation of cultures is crazy. No one gets to ban others from appreciating and adopting aspects of a culture.

Is there an effort to prevent people born with dark-colored hair from dyeing their hair blonde?

I don't think so. That would be idiotic.
