Who came up with "Jim Eagle"?

Because the term is so nonsensical, it could be Biden's own. However, I suspect Biden had fully scripted answers regarding Republican efforts to restore voter integrity.

Maybe the doddering Biden insisted on using "Jim Eagle."

In any event, "Jim Eagle" is idiotic.
