These are not violent crimes. Parents speaking out at school board meetings could be prosecuted for making "annoying phone calls" or "using the Internet in a way that might cause emotional distress." The Feds should not be involved in this. If members of school boards feel they're being harassed or threatened, local authorities can surely handle the situation.
