From the Milwaukee Journal Sentinel:
State Senate revisits voter ID bill
Madison - The state Senate today again endorsed a measure to require voters to show photo ID at the polls, but added provisions to address the problem of felons illegally casting ballots.
The Senate approved the bill, 21-12, but Democrats blocked a final vote, meaning that it will be taken up again the next time the Senate meets.
Both houses of the Legislature earlier had passed a similar bill. It was vetoed by Gov. Jim Doyle, in part because he didn't think it addressed voting irregularities that have emerged from Milwaukee in the 2004 election.
...The Senate action comes just two days after state and federal prosecutors in Milwaukee announced that their probe into election irregularities had turned up clear evidence of fraud.
The new version of the photo ID bill would change the way felons would vote. An investigation in Milwaukee revealed that more than 200 felons voted illegally in November, while a Milwaukee Journal Sentinel review found at least 278 who voted statewide.

Even when faced with hard evidence of voter fraud, Wisconsin Democrats blocked a final vote on a photo ID bill.
Republicans responded.
Press release from Sen. Kanavas: Doyle, Democrats Block Voter ID Reform
5/12/2005
(Madison) May 12, 2005… Senator Ted Kanavas (R-Brookfield) issued the following statement after Governor Doyle and Senate Democrats blocked passage of Senate Bill 42, photo ID legislation requiring Wisconsin’s voters to present a valid photo ID before voting.
“The people of Wisconsin now know that voter fraud, which has been suspected for years, is a reality. Thousands of people have been disenfranchised by a corrupt election system. Governor Doyle’s stonewalling of voter integrity must end. SB 42 is the start of the reform process and a part of a pledge to continue to work to clean up our election system. Governor Doyle and the Senate Democrats are obstructing widely supported legislative action. Blocking needed reforms is not the solution to our state’s problems.”
DEMOCRATS in the State Senate blocked the vote using a parliamentary technicality.
Even when a federal investigation uncovers clear examples of fraud in the state, Dems refuse to act to ensure the integrity of Wisconsin's elections.
Unbelievable. Well, not really.
