Jasmine Owens' Killer

Four-year-old Jasmine Owens was murdered in the middle of May.

An innocent, precious little girl was killed by a stray bullet. She was playing outside her house, jumping rope on a warm spring evening.

According to her mother, there were lots of people outside, but no one was willing to come forward with information to help catch the killer.

It's been nearly two months since Jasmine was murdered and still no suspect is in custody.

To deal with this lack of cooperation, police and the D.A. are conducting a secret John Doe investigation.

MILWAUKEE -- Similar to a grand jury, a John Doe investigation is closed to the public and is used by prosecutors to get testimony from reluctant witnesses or suspects with a subpoena.

TODAY'S TMJ4 has learned police have a suspect in mind and a plan to get some answers.

All Alicia Owens wants are answers. "They took my baby.. what else can I say. I'm mad. I'm mad as hell at them," she said."

...It was a hot night, hundreds of people were outside and saw it happen. "Somebody knows something. I am not trying to hear, 'Don't nobody know nothing,' (or) 'We didn't see,'" she said.

And still Alicia hasn't heard anything. "It was too many people out there to not know what went on.. or what was going on, because the streets talk."

TODAY'S TMJ4 has learned that the District Attorney wants to force potential witnesses to talk under oath. "I want them to get caught. I want them to get prosecuted to the fullest," said Owens.

...She hopes people who know who Jasmine's killers are will do the right thing and help investigators learn the truth. "They took my 4-year-old baby away from me.. and they are not even trying to turn themselves in," she said.

The D.A.'s investigation is secret so we may not learn any more about it until an indictment comes down.

Alicia Owens says when Jasmine's killer is found, she will be at every court appearance hoping justice will be served.

This is really pathetic.

A 4-year-old dies on the street and her killer is still free because witnesses and others won't cooperate with police.

I hope the John Doe investigation provides a way to identify the killer.

To say that the the lack of cooperation on the part of the public is troubling is an understatement.

I really don't know how people with information on Jasmine's murder could be so unfeeling that they could, in good conscience, stay silent.

Right now, there are people who know what happened but are choosing to go about their lives, walking around or sleeping or shooting someone else.

What is it like to be so callous and have so little respect for life?

How can anyone be so heartless?

What's it like to live without a conscience?

It must be a very empty, unfulfilling, meaningless existence.

I hope this John Doe investigation produces Jasmine's killer.

The fact that it was necessary for police and the D.A. to use that appproach speaks volumes about how thoroughly twisted and vile Milwaukee's Thug Culture is.
