He won't go.

Sheboygan Mayor Bob Ryan says he is "more resolute than ever" to remain in his post as the city's leader. Ryan says the time is now to put the issues of his drinking aside and move forward with Sheboygan's business.
Mayor Ryan has been under fire for his drinking, most recently for a weekend binge in Elkhart Lake in which he was involved in a barroom scuffle.
On Tuesday evening, Ryan said he'll voluntarily take a sobriety test if any of his colleagues believe he's been drinking while on the job. He says he has not had a drink in 37 days. Some in the crowd gathered began to applaud Ryan for that statement. But Ryan said he would rather have the applause when he hasn't had a drink in 37 months.
