Washington, DC Statehood - Complicated

No state should have a monopoly on the federal workforce.

If Washington, DC becomes a state then federal agencies must all be moved out of DC.

Exactly. The Framers wisely decided the nation's capital could not be located in a state. For the District of Columbia to become a state, the Constitution must be amended and the capital relocated.
