Andrew Bates and the Hatch Act

On claims "the cocaine found in the White House had belonged to either the president or his son. Are you willing to say that that's not the case?"

Why would Andrew Bates cite the Hatch Act to block answering the question?
He should have been able to say unequivocally that the cocaine did not belong to the Big Guy or Hunter Biden. He should have been able to supply that answer without hesitation.
The White House is mishandling this story terribly. Seems a bit chaotic.
