Biden Struggles With Teleprompter - Again

When Biden gets lost in teleprompter-land, he does that twitch where he scratches his temple. He does it a lot. Is that a signal to slow the teleprompter down? Is it just a nervous tick he does when he's confused?
Whatever, we all can see Biden is a cognitive mess and deteriorating every day.
The Big Guy belongs in the basement.
