Clearly, Biden's dementia is no longer manageable. His decline is so severe that no one can claim he is functioning as president of the United States. It is impossible to argue that Biden is sharp as a tack. Impossible.
His handlers gave him an entire day after arriving in France for the D-Day observance to pull himself together. Apparently, that can no longer be done. Rest days aren't the solution. He is too far gone.
