BIDEN: Let me be clear: I made the decisions during my presidency. I made the decisions about the pardons, executive orders, legislation, and proclamations. Any suggestion that I didn't is ridiculous and false.

Any suggestion that Biden has the mental capacity to comment on the investigation into the scandal of the cover-up of his mental decline and abuse of the autopen is ridiculous and false.
