Juneteenth Day 2013 - Arrests

What's this?

I heard on the news yesterday, on radio and TV, that Milwaukee's Juneteenth Day festivities only had a minor hitch after the event. It may or may not have involved people attending the festival.

For example, Watch video from TMJ4.

So, I was surprised to see this:

From FOX6 News:

The Milwaukee Police Department arrested 31 adults and 25 juveniles at the 2013 Juneteenth Day Festival.

Most of the arrests were for municipal violations resulting in citations.

The arrests were spread throughout the duration of the event and consistent with the number of arrests in previous years.
The festival runs from 9:00 AM to 6:00 PM, one day.

Fifty-six arrests is a lot. That's roughly one arrest every ten minutes for the duration of the event.

If that's consistent with previous years, that's not good.

It's not good that a small street festival requires police in riot gear.

Has Mayor Tom Barrett commented?

Mr. Mayor, this dysfunction and disorder is a behavioral thing. It has nothing to do with inanimate objects, like guns.
