Still, it's free. Having a bumper sticker is a right no American should be denied.

That's no good.
I would alter it to read:
"Obamacare: Signed. Sealed. Delivering... Totally inadequate, poor quality, rationed health care."
That's too long for a bumper sticker. Maybe this is better:
"Obamacare: Signed. Sealed. Delivering... Misery."
