The letter is signed, "Joe."
The Big Guy added a hand-written message: "Happy you guys are together."

That is really a lovely letter from Vice President Joe Biden, dated January 20, 2011. Biden did spell DEVON Archer's name wrong, but other than that, it's lovely.
The Big Guy apologizes to Devon Archer for being unable to get away from President Hu, the general secretary of the Chinese Communist Party.
I guess Biden felt guilty he wasn't able to talk about the weather with Archer.
